My understanding is that it is not about your house book. It the the address where you registered your latest visa. Whilst at that address, you only need to process the 90 day reports. No need for TM 30 when you return to that address. When you stay anywhere else (in a different province?) then you do the TM 30. If you are at that different address for more than 90 days, then you also do your 90 day report there. You will need a print out of the TM 30. However - different people, at different immigration offices, sometimes think differently (when it suits them?)

Yes. I believe that electricity charges also go up then (18%). I am already paying 9 baht per Kw/Hr. And still the government spends money on infrastructure projects. eg 36 billion baht on DM airport.

Kite surfing/kite boarding are popular on Koh Samui and Koh Phangan. Schools/rentals on both islands.

As khunPer states, it is all about location. I bought land more than 20 years ago for 3 million baht per rai. My friends told me that I was stupid as most land on Samui was 1.5 million or less. There was no electricity or water and just a dirt track to the whole peninsular. About six years ago I sold one house and some land. The going rate then was 35 million per rai. Sorry, no idea about prices now.

Before Covid, 7 or 8 different airlines were flying into Koh Samui. International flights have been landing here for more than 20 years as far as I can remember. No direct long haul though. Still daily flights from Singapore with Hong Kong expected soon.

I do not know about Chiang Mai, but have you asked your accountant? My accountant does all of my work permit/visa/90 day reports etc.
