Make sure you take a proof of your address in Petchabun. It is my understanding that the more serious restrictions are on people leaving the red zone.

They are trying to prevent "Marriages of Convenience", wherein a citizen (usually a female) makes a business out of serial marriages to foreigners in return for a large cash payment. I am Canadian, and can remember when it was an issue there decades ago.It was often the case that bride and groom had sometimes barely even met each other. The marriage was just a sham, to give the non-citizen a toehold in the country, and enough time to establish some other legal basis to stay there.
In Canada, then, and still, I think, tourist visas required a substantial cash deposit; enough to make them impossible for people from low income countries.

7-11 used to offer a prepaid card, and I think they still do. I never had one myself, and can't recall what they call it. Look for wall or window stickers near the counter. The logo was yellow stars & maybe a yellow moon on a dark blue background.
It is also possible that they have switched to a smartphone app.

I have a good laugh anytime I see the TAT, or anyone else, talking about "vaccine passports". How would this ever be made to work ? Everyone and his dog would be creating and printing their own "vaccine passport" on their home computer. Immigration officials would have no way of knowing if it was authentic.

If you search "Wiki Chonburi province", you will note that Chonburi consists of 11 ampheurs, and Pattaya is not one of them. If you click on Bang Lameuang, you will note that Pattaya is a sort of overlay of Nongprue, Nongprue is a component of Bang Lameung. Even if Pattaya is the centre of your universe, to the larger Thai world, it is just one of many communities in the province. I am a former resident of Nongprue, Bang Lameung.

A very simplified explanation of the Japanese system, as used in urban areas. The following example is a ficticious address: Shinjuku 11-22-33. Explanation: Shinjuku Ward, District 11/Block 22/Building 33.
Japanese addresses work from the general to the specific; that part is logical to me. So if speaking to someone outside of the country, a Japanese speaks or writes:
Japan
Tokyo
Shinjuku 11-22 -33
Addresses are assigned sequentially, in the order in which the lot was created. Addresses are not in geographic order, and there is no reference to the name of the road which the building fronts on. If the building has a name, that is not mentioned either.. There are police boxes located at major intersections, which have detailed maps of their district. I presume that police stations and post offices have maps too.

Let's say you own a large plot of land; let's call it Lot 99. If you sell a small piece off of one corner tat becomes Lot 99/1. If you later sell a piece of of the diagonally opposite corner, that piece becomes Lot 99/2.
I can't say with authority that the Thai system comes from Japan, but it is quite similar. Newly subdivided parcels are numbered in the order in which they are created. In some cases, this might mean that the numbering makes sense when looking at a map, but does not make sense when driving down the roads, which may have been built later

Morchit 2 - Surin
Sawatdee Surin is the private bus company you want. I believe they are presently offering two trips daily. Ticket counter on the 3rd floor at Morchit 2. Another option: Get whatever bus you can as far as Khorat. Then switch to a local bus from there. Two routes are available; numbers 274 and 563. I can not guarantee you will be allowed to board, so best to choose Sawatdee Surin. To the best of my knowledge there are no Morchit to Surin van services, as the trip is over four hours in length.

If you reread my post, you will see that I stated that I am following the rules. Here are the three reasons why:
1. As with most such matters, following the rules makes life easier than trying to evade them. I have always been amused by guys coming on here and asking "I know what the rule says, but is it really necessary that I comply with it ?", or some variation of that.
2. As I stated, I want to cover myself in case we move to another province which might check to see how much money I kept in my account from 12 months to 9 months prior.
3. If Surin is not following the rule regarding "3 months post renewal date", there is a possibility that they will "awaken" to use your word, or be told by Khon Kaen or Bangkok to get in step with everyone else.

Nor for that matter a bus station in Rangsit. There are intersections where a lot of interprovincial buses stop but not a station with station manager etc.
There is a bus station in "downtown" Rangsit. I've been there. The train station is called "Khlong Rangsit". It is about 3 km SW of the Rangsit intersection, on Kamphaengphet 6 Road.

In 2020, I had complied, out of an abundance of caution, with the 3 month "post approval date" requirement for 2019. I can't recall now if the officer examined my bankbook to check for that.
I am in a somewhat unique position. My partner is employed in a professional career. For that reason, I have made a decision to comply with this rule in the event that we ever want to move to another province. I don't want to move to another province only to be told that I needed to comply with the "post renewal 3 month requirement" in Surin in the prior year.
For whatever it may be worth, Surin gave me no notice (either verbal or written)of any "post renewal 3 month requirement" in 2019 or 2020.

Yes, I'm sure I have renewed in March 2019 and March 2020. In March 2019, I went in at the 2 1/2 month point, as we are allowed to renew up to 30 days prior to the expiry date. The boss told me to come back two weeks later. I did, and everything was fine. In March 2020 I had the money in the bank for three months before I went in, In neither year was I asked to report back after my renewal date to present my bank book.

In Surin, where I live, the "old" rules still apply: 3 months before the renewal date, with no requirement to keep the money in the bank after extension.

ALL Thai banks charge 0.25% either on incoming foreign monies, or, on withdrawal.;
As the transfer leaves Canada, I know the amount I will be receiving (in baht) from the Canadian bank's website. I receive that exact amount a couple of days later in my Bangkok Bank account.

I don't know where you have been getting your information, but I have been transferring inward to Bangkok Bank for about 9 yrs. (as well as occasional transfers before that), and never been charge a fee.

Apologies for going off-topic. I live in Surin. A year or two ago, one of the senior officers there told me face to face that they had stopped accepting online "90 days" reports due to problems with Cambodians. Is anyone able to confirm that they are once again accepting online reports ?
