Also, quite many are able to speak RU due to amazing curiosity on tourists from over there. My guess the prohibition on foreign guides lays in different place. Any inspection in the branch will show that account was opened to farang on tourist visa, which is prohibited. No they won't try to contact you and ask nicely to clear things up. Why such hustle? Philippines diplomas has bad history: 15+ years ago they were sold on the Internet for about $500 up to $1.000 including official records, unlike plain fakes from Khao Sarn Road.
