Phuket Hookah Raids Expand from Patong to Rawai

Phuket authorities have expanded their campaign against illegal hookah businesses to Rawai, following enforcement operations in Patong earlier this month.

The Department of Provincial Administration (DOPA) is targeting venues suspected of trading illegally in hookah products and tobacco, operating without the required licences, and failing to meet sanitary standards. The campaign is part of a nationwide effort focused on tourist centres and public health, particularly among young people.

Patong raid produced major seizure

Earlier in April 2026, DOPA officers raided a hookah bar on Phra Metta Road in Patong. Officials seized 96 hookah pipes, 55 electronic devices and 6,937 kg of hookah tobacco, along with numerous accessories.

The Patong operation was one of a series of successful raids that prompted provincial authorities to widen enforcement to Rawai, another area popular with overseas residents and visitors.

Authorities have not indicated that the campaign is limited to particular types of venue. Its stated aim is to disrupt the unlawful sale and distribution of hookah-related goods and tobacco products in Phuket's tourism zones.

Enforcement moves to Rawai

Rawai is now the latest focus of inspections, with provincial officials increasing checks on establishments suspected of breaking licensing, health or tobacco-trading rules.

Business owners found to be operating without proper authorisation, violating sanitary requirements or selling tobacco illegally are among those being targeted in the operations.

The move also underlines closer scrutiny of nightlife and hospitality businesses outside Patong. Rawai has a large expatriate population and a busy visitor trade, meaning the expanded campaign may affect venues used by both long-term residents and holidaymakers.

Part of a national campaign

Phuket's operations form part of a wider national campaign to enforce regulations in tourist destinations and protect public health, according to the authorities.

The focus on hookah products, electronic devices and tobacco reflects officials' concern over unlicensed trade and health standards at entertainment venues. Inspections are continuing as enforcement shifts from Patong to Rawai.
