Prime Minister and Interior Minister Anutin Charnvirakul has signed an order deporting French national Kevin Dimino from Thailand, citing behaviour deemed a threat to public order, morality and public welfare.
The Ministry of Interior order, numbered 2354/2569, was signed on 7 September 2026. It is the second deportation order issued by Anutin, according to the announcement.
The order says Dimino had engaged in threatening, intimidation and physical assault, caused nuisance to others, and created serious racial and religious divisions, including among tourists. It also alleges reckless conduct that could endanger people or property, without regard for others' safety or inconvenience.
Koh Samui court conviction
The decision followed a judgment by Koh Samui Provincial Court, which found Dimino guilty under Sections 43(4), 43(8) and 158/1, second paragraph, of the Land Traffic Act 1979.
The court initially imposed a 10,000-baht fine. Because the defendant's guilty plea was considered beneficial to the proceedings, the penalty was halved under Section 78 of the Criminal Code, leaving a fine of 5,000 baht.
Authorities said the conduct was contrary to public order, good morals and the wellbeing of the public, making deportation necessary under Section 5 of the Deportation Act 1956.
Appeal remains possible
Using powers under the Deportation Act and Clause 4 of the Prime Minister's Office regulations on deportation, issued in 2026, Anutin ordered Dimino's removal from the Kingdom.
Dimino may appeal to the prime minister under Section 8 of the Deportation Act. He can seek to have the deportation order revoked or ask not to be removed from Thailand, but must do so within seven days of being informed of the order.
