Cheapest Visa At Friendliest Embassy?

Well I'm sure this is often discussed, and I've seen a list someone made recently to. But just now I'm on the cusp of needing a visa (can't run to Mae Sai anymore finally!) and need to know the most recent information about where to go for the easiest time of it. I've heard some embassies are denying visas if you have already "travelled too much", which scares me because I have Thai stamps all over my passport (mostly from border runs).

I'm also in Chiang Mai, and a little more concerned about money than in the past, so I'm not sure where is cheaper to go, but I want to go where I know I won't have a problem getting the tourist visa. From my understanding, the choices would probably be Penang, KL or Vientenne. I think Vientienne would probably be the cheapest place to get to, but I have heard that Penang is a better chance for visa than Laos.

Can someone advise me please? My visa is up in a matter of days and I am not sure I will fly or get a bus ticket, but will have to make a decision very quickly.

Recent reports from Vientiane have been positive for tourist visa issue so believe it is a safe choice.

The 60 tourist visa itself is approx 1000 baht at Thai consulates in both Laos and Malaysia

The price to get there is the difference

CM to Ventiane on Nok air then figure about 4K baht minimum

CM to BKK to Penanag via Air Asia is about 5K baht minimum(little cheaper if take bus to bkk)

CM to KL via Air asia about 6K baht minimum.

Then add onto that your accomdations for 3 nights in each location and food etc

The one nice thing about Penang is you can have an agent process it for you. KL and Ventiane you need to apply in person and stand in line etc.

Hong Kong via Macau is 4000 (air asia, book early enough) and then 120 H$ for the ferry over and 120 back.

Tourist Visa is 200 H$, and takes two days (drop off one morning, pick up next morning, so I guess you could do with a one night stay in hk).
