new restrictions on visas from penang

hi, i have seen a new document ,which states, there will be a limit  ( 200 ) per day in penang,dated 5 / oct / 2017. There is no end date.

also, applicant is to hold 10,000 Thb. 

 

Anyone have any info on this?
