Hello. I would like to go to Cambodia ( Siem Reap ) with my Filipina girlfriend by plane, as she already stayed long time in Thailand ( 4 months ) and stay a month in Cambodia then back to Thailand and preferably by road, as she's pregnant.

her history ( 1 month visa-exempt by air + 1 tourist visa at Vientiane 60 days, extended 30 days )

I can't open a bank account for her as it's kinda difficult. She's "tourist" and her Philippines Embassy won't give any recommendation letter as she's not working in Thailand.

So, I read it need to show the equivalent of 1,000 $ in the bank account to apply the tourist visa in Cambodia. ( For me no problem, I've a thai bank account )

So is possible to apply a Tourist Visa, via SIEM REAP any kind of travel agency ? even without the proof of bank account for my Filipina girlfriend ? What they will ask again ? A copy of booking hotel and fly in/out of Thailand, or only fly out of Thailand ?

What if in case, we don't apply the visa, and we try to going to Thailand via Poipet by visa-exemption for going back to Thailand , they can make problem for her to enter or deny ? as she's pregnant, and she stayed for 4 months previously..  ( she didn't use any land border visa-exemption history yet )

If your girlfriend has no tourist visas in her passport issued outside of home country, the chances are that no financial proof would be needed if applying using an agent.  I would suggest you contact a good visa agent in Siem Reap, giving detailed information on all visas, where issued, date used to enter Thailand, and extensions. They should be able to tell you if financial proof is needed. If they believe financial proof is necessary, the account does not need to be in Thailand. In fact, you could even open an account in Siem Reap, deposit the money, and close the account once the visa application is finished.

Never having opened a bank account in Cambodia I'm not sure how strictly the requirements are applied, but the consensus from several sources is:

Setting up a bank account in Cambodia is relatively easy. Most banks require a passport with a valid long-stay visa and a copy of your lease or an employment letter.

Not all banks' branches will require a "proof of residency" letter to open an account.  Farangs generally go bank-branch shopping until they find one who doesn't want that document.  I opened my Bangkok Bank account on a Visa-Exempt entry.   I am not sure if they are more strict with those from The Phils - but the more difficult aspect may be the lack of a Thai to vouch for her (my then-gf / now-wife vouched for me, though she had no account at BKB at the time).  A Thai friend might be able to help - even better if they have an account at that bank.

A Philippines Bank-Account would also work for the TV application, provided you have a way to set one up from here - maybe via family there?  I'm not sure what their rules are.

Yes, they can cause problems at that particular crossing.  I would re-enter via any other land border-crossing from Cambodia to Thailand.

She can have 2 land-border visa-exempt entries per calendar year without issue - especially after staying out a month - provided Poipet/Aranya is not the crossing-point used to enter.

It might be different for Filipinos, but in Cambodia, when you go through an agent, there are no requirement whatsoever. The agency books an outbound flight for you, which is later cancelled. You don't even have to fill out a form. With your visa history you shouldn't have any problems. In the past I was able to get a TV in PP with 5 or 6 previous TV stamps in passport.
