"Tough action against transport company" - so it's basically a gamble - do I run my transport company on a shoe-string and take maximum profits, or do I take reasonable precautions to ensure the safety of my customers, on the off-chance one of my drivers may be involved in a high-profile accident that's gonna cost me a lot of money.

So you are either clairvoyant or privy to the data outlining the cause of the crash, but that is really secondary as to why and what you are going to tell everyone - wow! there were no skid marks, therefore he was speeding and didn't attempt to brake - bet they will be impressed.
