Hi, 

My question is, can I ask for 1 year extension of visa non O before time of these end. Example: visa non O validity end on 28 February, can I request for extension on 15 January?

You can apply for an extension of stay up to 30 days or 45 days early dependent upon the office where you apply.

If you have a multiple entry non-o visa you can apply for an extension for any of the 90 days entries from it. You don't have to wait for it to expire.

Bear in mind that the extension is of your permission to stay which is mostly independent of your visa. As @ubonjoe says, depending on your immigration office, you will be able to apply for the extension up to either 30 or 45 days before the Admitted until date on your entry stamp. Whether you will or will not have an unexpired visa has no effect on the application for an extension.

Permission to stay is always dependent on a visa.
