Getting rid of paint on tiles

I have these outside area terracotta (I think) tiles. When they did the fence install they spilt some black paint on the tiles.

 

What's the best way to get the paint off without leaving a permanent mark where the tiled was cleaned?

I think the general consensus is because Terracotta tiles are porous, its mechanical rather than chemical, scraper, sandpaper, wire brush etc. You could determine if the tiles are sealed, does water bead on the surface or immediately absorb into the tile. If sealed then chemicals may work and not be absorbed etc.
