Making decisions and attending meetings does not require a WP. If a Director wants to sign papers/cheques on behalf of the company they do need a WP. Your claim is that Directors need a WP to make decisions. They don't. I get your confusion based on your link, but someone on a condo committee could be, and I assume is, considered to be working on behalf of the condo, therefore, they would need permission (WP or exclusion). Whatever status the labour department assign the condo committee member they are not a Co. Director, therefore, the comparison is irrelevant.
