You can get new visa at an embassy or consulate before your current one expires. If it is a multiple entry visa and you will be returning before it expires you will get a new 90 day entry as a long as you do it before the enter before date on the visa.

If you have a Non-O "Visa" from a consulate abroad, or an "Extension of Stay" from an immigration office in Thailand (not a visa), you could apply for an "Extension of Stay" 30 to 45 days (varies by office) before the expiry of your current extension or visa. 

 

If the date you need to apply, prior to your departure, is just before your local-office usually permits an application, bringing proof of your travel-plans might help convince them to let you apply a bit earlier than normal.

That is an extension of stay not a visa. 

You can apply up to 30 day early for it at immigration.

You will though still have the under consideration period with a report back date 30 days from the date your current extension ends. You could get a re-entry permit for the under consideration period that will be valid until the report back date.

You can apply at any time during the 30 days before your extension ends.

You can apply for a single re-entry permit (1000 baht) as soon as the under consideration stamp is done. 

You could then leave on February 7th and return on the 27th.
