How and where do I apply for an International Driving Licence ?

Its an International Driving Pemit..

Depends what driving licence you have now ? If a full 5 year Thai licence, then certain local DLT offices issue them for about 500 baht. If you only have a 2yr licence, I don't think you can apply !

If you only hold a licence from your home country, then you will need to obtain your IDP from that country
