Then how come I had to supply financials at Vientiane for my 90 Day Non-Immigrant Visa on the 19th October 2016. So I suggest you check before you give people the wrong information, Mate

Note sure why you showed the financial proof since apparently no one else have had to show it.

Were you applying based upon marriage to a Thai.

Yes, Ubonjoe, my application was for a 90 day non-immigrant "O" visa based on my marriage to a Thai national and I was told before I went by the IO at Udon Thani exactly what paperwork to take and he even told me to take financial proof that I had the money to be able to support myself. I went to BKK and did my stat dec at the embassy and also the letter from my bank and my visa is dated 19th October 2016 at Vientiane.

Not sure where you found that info. It must be from a embassy or consulate somewhere.

It is certainly not from the Vientiane or Savannakhet sites.

My Visa has Vientiane on it and that is where I got it from

It was not required to get the non-o visa.

That is what my experience was, My wife was with me. We submitted the paperwork before 12:00 on the 19th and picked up my PP with the visa in it at 2:30 on the 20th and then returned to Thailand that day

You should have gone to Savannakhet. You would have received a 1yr Multi Entry Non O Visa. There are no request for your finances. 5K baht.

At the time we lived in Udon Thani and I had been using tourist visa's as we were still traveling backward and forward to Australia and it was after we returned to Thailand that I spoke to the head IO at Udon Thani and he told me to go across to Vientiane and apply for a 90 day visa and to list under the purpose for the trip was that I was married to a Thai national and to make sure that I had all the documents which he listed for me and to be at the embassy before midday to lodge the papers and I would be able to pick the visa up the following afternoon, which is what we did

Just because the Consulate-personnel didn't hand the doc back to you, doesn't mean it was needed.  Many posters here have applied for Single-Entry Non-Os based on marriage in Vientiane without financials, and both single and ME Non-Os based on marriage in Savannakhet, HCMC, and many other countries - all without financials.

 

This is not universal, however - Penang and a few other consulates require the financials for Non-Os based on marriage

 

Keep in mind, Immigration and the Ministry of Foreign Affairs are not the same, and have overlapping / conflicting responsibilities.  One possibility is that IO didn't know the rules, so erred on the "safe side" to help you (better to have more than you need than be denied your visa.)  Another possibility is discouraging Non-O Visas, which can help people avoid agent / brown-envelope schemes for Conversions or Extensions at offices where going out for a Visa may be the only non-corrupt path to continued stay, even if you meet all the "official" (Bangkok-defined) criteria for the conversion or extension.

What is his income per month?

I am on an Australian old age pension and I have no problem meeting the 40,000 baht per month.

I do not know what nationality he is but if he was an Australian all he needs to do is fill in a statutory declaration saying that his yearly income is around AU$22,000 and get that signed at the embassy in BKK and present that, the last extension that I did, I did not have to produce any proof to either the Australian Embassy or to the Thai Immigration because Immigration accepted the signed stat dec

All they have to do is read the posts on this and other forums to get the full picture of what is going on and where.

 

I don't think any other country has such a messed up immigration rules which differ from one office/region to another... 

Everyone in immigration, police, govt knows what is going on. They are all corrupt.  Cambodia is just as corrupt, they been easy on visa issues but are now starting to crack down like Thailand started 20 years ago, bit by bit.

Travelling back and forward to Australia the Non O Multi Based on Marraige would have been ideal.

He's only 62 so does not qualify for a pension until 65 or possibly 66.

If your friend is an Australian then there is bad news for him with his age pension because by the time he turns 66 the retirement age will have gone up to 67. It is currently at 65 and 6 months and is increasing 6 months every 2 years until it reaches 67 in 2023

He's Scottish but the same thing is happening in the UK. They want us dead before we get our pension. Im 45 so will probably receive something around 70.
