How will the new regulations work now, will you only pick up the vehicle once the plates are changed already by the dealership?

Seems to me that if you drive away with red plates that you are still at the mercy of the dealer to actually complete the process of registration as you have no control over their actions. According to news reports on the radio the goverment alleges it takes no more than an hour to complete the process but, you as the owner and driver will be liable for prosecution if the red plates are not changed and the registration is not done in the new set time frame.

Will the dealers start to have pre registered vehicles on offer?

You are free to register the car by yourself. There are many guys on this forum who have done so and received their plates within a couple of hours.
