As your step daughter is under 18 she is entitled to apply to settle in the UK with her mother and step dad. see Living with Parents in UK

The question is whether your step daughter is happy to go to UK. If she has the standard English language profficiency of a Thai child in a standard Thai school she will struggle to converse with her peers in UK especially if she is still of school age. Really difficult for her unless she is a super extrovert (which I doubt!). It would be great for you to have a capable baby sitter and if you can support her and send her to English language lessons (which will be free), she is happy and maybe get a few hours work initially in a local Thai restaurant then it could work for her. I dont know what her (or your) aspirations are for her but if she came to UK after the age when she needed to attend school in UK then she could settle with a lot of help from yourselves. If she comes when she is still 15 then she will be legally obliged to attend school.

Just my opinion, (which you sought) if she's happy go for it, there's no reason why you shouldn't be successful. Good Luck
