I heard, for example Kula Lumpur doesn't give 1 year visas, only 3 month; whereas Penang does give 1 year. Is this true? Are there other cities that give 1 year visas?

Penang only does them if you are a owner or shareholder of a company and have a work permit valid for at least 8 months.

I am not aware of any other nearby location that will do them.
