Thailand does not have any visa or extensions of stay for refugees. Thailand allows them to stay after they are recognized by the UNHCR..

He could get a tourist visa that would allow a 60 day stay that can be extended for 30 days. He would have to apply for it at the Thai embassy in Jordan since there is not a embassy in Iraq. To get another tourist visa he would have to apply for it in Jordan since Iraq is on the list of countries whose citizens can only apply for them in their home country (or the designated embassy for their country).

After arriving he could try getting refugee status at the UNHCR office in Bangkok.

For Iraqis, getting a visa to go anywhere is very difficult, unless he can prove significant personal financial worth. Money guaranteed by someone else does not count. It is undoubtedly unfair, but his chances of getting a Thai tourist visa are slim. Sorry to be discouraging.

Maybe a word of caution?

I'm sure you know:

Thailand is not a party to the 1951 Refugee Convention or its 1967 Protocol.

Thailand lacks a legal framework to assess asylum claims and fails to provide formal legal status to refugees in the country.

Thailand’s history of meeting its obligations under the International Covenant on Civil and Political Rights has been less than admirable.

As we've seen in the last several years, a person getting refugee status from the UNHCR in Bangkok is no guarantee that the Thai government will recognize such status.

Maybe need an exit strategy from Thailand if refugee status is rejected? Maybe Malaysia?

A off topic inflammatory post meant to deflect the topic has been removed.

He can get a tourist visa in Jordan and can extend it with 30 days at immigration.

Overstay will mean indefinitely stay at immigration detection Centre until he have ticket home.

For refuge Status, be prepared for 2-3 years in a cell with 40 others doing the same

What is his purpose for going to Thailand or Cambodia for that matter?  Rest and relaxation?  Is he a well funded refugee?  is he looking to settle down and emigrate?
