I wonder what the thing is called which is placed under the speed pedal and if I push the speed pedal through it, it is possible just to push it a little further with a little "click" (possibly the plastic bending). It feels like reaching the push down end of the speed pedal but then its just a little bit more if I push again.

 

Is this a normal behavior? Could it be a speed limiter not correctly in place?

If it's an automatic it's the kickdown mechanism that causes the transmission to drop a couple of gears rapidly when you push the accelerator to the floor for maximum acceleration. 

 

Try it out from driving in top gear (on a clear stretch of road with nothing in front of you if you're not familiar with what it does).  

 

If you floor the accelerator from a standstill past that point of travel where you feel the resistance it will hold the gears up to the rev limiter before letting the box change up.
