Applying for a non-o Visa - Lao/Cambodia

I’m looking to fly out from Thailand and apply for a non-O I’m visa based on marriage. Been married 19 years an recently had our Sri Lankan marriage certificate authorization by the Ministry of Foreign Affairs Thailand. Is Vientiane or Phnom Penh suitable for application?

You can get a single entry non-o visa in Vientiane or Phenom Penh. You can get a single or multiple entry non-o visa in Savannakhet Laos with no financial proof.

Not needed but it will only be a single entry non-o visa.
