How many tourist visas permitted and can you get METV in Vietnam and/or Laos?

How many tourist visas are permitted in succession currently? 

 

Is there any clear guideline? 

 

And can you get a METV in Saigon and or Vietnane?

There is no published limit. Don't expect to get more than 4-5 from the same place.They usually give a a warning when you hit their limit.

No not unless you are resident in either country.

I remember a few years back I did in Vientiane but of course things have changed.

When the double and triple entry tourist visas were replaced by the multiple entry tourist visas, a rule was introduced that you can only apply for one in your passport country, or a country where you have residence. There are some possible rare exceptions, but you definitely will not get a multiple entry tourist visa anywhere in the region.

Nowhere. They effectively want you to apply in your home country.

Well, there is this published on the Ministry of Foreign Affairs website:
 

"...foreigners who enter the Kingdom under this Tourist Visa Exemption Scheme may re-enter and stay in Thailand for a cumulative duration of stay of not exceeding 90 days within any 6-month period from the date of first entry."

Although it appears that is no longer in effect, or not being enforced?

But that is without a tourist visa. I. E. Tourist exempt stamp.?

The OP is asking about limits on Tourist Visas, not the Tourist Visa Exempt Scheme.

This Visa-Exempt rule is no longer in-effect.  It was cancelled by a subsequent ministerial order.
