My first posting. definitely need help

Having read several govt websites and numerous postings here and I am still not sure about a couple of things and would appreciate some advice:

From past experience (years ago) what was need to get non imm B at embassy in neighboring country was a letter from a company on letterhead. Then one went on to apply for the WP. Straightforward.

Now there appears to be a very detailed list of docs that apparently must be presented to an embassy in order to get the non immigrant B. The list seems to include either a work permit itself, or an accepted application along with several other docs that must already be accepted (all Thai translationed) by the dept of employment. Included is application for WP(application form W.P.3), Education forms (translated), and W.P. 10 forms.

In addition there are numerous certified employer company docs.

Can anyone enlighten me as to what comes first? Does the employer have to apply for the WP and get eveidence of this application to allow me to go get a non imm B? Or do I have to get the non imm B with a letter from the company and all the company certified docs before the application goes in for a WP???

Second Question is can a non imm B be (easily and with multiple entry) done at Thai Embassy in Burma - Rangoon/Yangon. I hope to combine some sightseeing as well. More interesting than other places within a short flight that have Thai embassies.

No not easy. Have never heard of one person getting a multiple entry "B' visa.

Appreciate the response so far to be more specific: from experience, what is needed in Thai embassy Singapore for a specialized finance/investment position in a major thai conglomerate? W.P.3? or just company letter and supporting docs?
