I need a reentry permit but I have already paid for it and have recepit plus I have photos. Assume I just go to a different passport counter and give my passport in. I don't understand what you mean when you say that you've paid for your re-entry permit and have the receipt, surely if you have those they would have stamped your passport with the actual re-entry permit, which keeps your current stay alive. But if that immigration officer said " You have to do at airport ", that should mean you have to show this re-entry permit at your re-entry to airport officer. On TM-6 arrival card, you should fill up your reentry permit No. of " 2521/61 " in " Visa No. " filed. Also please check your new permission to stay is till " 27 JUN 2019 ".
