It's ALWAYS about the money. I worked in a US government building for 3 years and every year the paper towel dispensers were replaced in the 2 bathrooms on that floor. NO need, they worked fine - not many moving parts ferchrissake - but some politician got a pork contract to have them replaced every year. No idea how many buildings, but since it was a government contract, it was overpriced and spread to many other facilities.
I have seen on the Thai News over the years I've been here how cheap it is to do that. Hitmen caught say they did it for as little as 5,000 Baht, though 10,000 to 20,000 Baht is more common.
