Sure, my understanding is that the cameras and notices issued is aimed at the many many drivers who refuse to join a line, just proceed in the next faster moving lane, often causing other problems, then at the front try to force their way into the lane they refused to join. 

 

IMHO they should be detected and punished, but as already said the notices are issued but there is no enforcement.
