I have been told that a child (under 15) does not need a visa to stay in Thailand so long as the parent has a legal visa. Is this correct? and can I take a child to Thailand with me having a retirement visa?

Children need a visa (unless entering visa exempt) to enter the country. They receive permission to stay on entry, and should extend that permission if staying longer. But if they overstay they cannot be fined or banned.

Children under the age of 15 are not fined for an overstay but do get a overstay stamp. Being exempt from being fined does not mean they do not mean they do not need a valid permit to stay in the country.
