Actually, I believe the vehicle officially gets the 'blame' for accidents in Thailand.   It doesn't matter who was driving or the circumstances, the vehicle always is assigned the blame.  For each accident in a calendar year the insurance company will apply a 10% penalty to the vehicle's previous insurance rate, not to the driver.  This is what my insurance agent explained to me last year after I was in a minor fender bender (my fault) last year.  If I understood the insurance agent correctly, if the driver sells the vehicle then the accident record goes with the vehicle so the new owner, if he/she decides to insure it, will incur the hiked insurance rate.  Meanwhile the previous owner/driver isn't penalized at all AFAIK when he/she goes to buy a new vehicle .

 I do not understand the figures quoted for Madagascar and Guinea. There must be some logical or statistical explanation.

Maybe not but they are the most proficient at reducing the number of other living members of the human race
