It is the last left turn before the border barrier. I parked there last Sunday, an elderly lady issues parking tickets for 20 THB.

Get your TM6 arrival/departure card and pay 960 THB before you exit Thailand. ( It used to be after being stamped out of Thailand but has changed now)

I had my motorcycle stolen from there while I was in Myanmar for the 30 minutes it took to do my visa, the whole place is dodgy avoid if possible.
