I'm a US citizen and live in the United States.  I just read where I cannot get a VOA (visa on arrival) to Thailand if coming from the United States.  Is this true?  But if I arrive from another country say the Philippines I can get a VOA.  Is this true?

Complete misread/misunderstanding.

As a US citizen you arrive with your passport, get a stamp for staying 30 days from where ever you travel to Thailand.

That's called a "visa exempt entry", no cost or application involved.

US citizens do not get "visa on arrival", that's a complete different procedure.

A visa on arrival is only for 15 days after applying for it and paying a 2000 baht fee for it. It is only for those from 21 countries.

You get a free 30 day visa exempt entry when you enter the country.
