Indeed, I worked in Whitechapel for a while, 5 years; and even during my time there it changed. It was very recognisably British when I arrived, full of alchos, they even had their own special pub, which I would dip into every now and then just for the experience. It had closed by the time I left. It was very multi-cultural at the time, but it's hard to sustain that, one culture usually predominates eventually. That is one reason why English can be so difficult to learn when it is not ones native language. It is a continually 'evolving' language.
