Not going to happen.

  • Draft laws on the election of Members of Parliament and the Senate have officially been put into force.

Remember that the NCPO remains in place until the new elected government members are submitted by Prayut and endorsed. There is no specified time table for installation of the new government that I know.

18 of the 35 are seated ex-officio (read 'appointed'). The other 17 can be counted on to do whatever is necessary to protect their place at the trough - even if they are in the carefully planned minority. See the voting record of the NLA for a good example of what happens when the Prayuth's of this world have more power than their ethics enable them to manage in anything other than their own interests.

 

Power corrupts, absolute power corrupts absolutely.

 

But then Thais know this already; corruption is endemic throughout Thai society whether they're rich or poor. The poor tend to be corrupt in small ways, the rich are corrupt in big ways, because they can be.

The 20 year National Strategy will not involved the upper senate house. IMO the critical aspect is the appointment of the 6 grouping writing committee members which is in the hands of the Steering Committee currently preside by Meechai. This is a executive appointment and the next elected government can remove him by an executive decision.

 

IMO the National Strategy does have some good as it lay down the road-map of some strategic projects like the EEC and infrastructure projects for future governments to follow. The chair of the Steering Committee is crucial to select the right candidates for the detail plan. 

 

Compliance of the National Strategy will be more palatable for elected governments if the detail plan allowed for some adjustments and flexibility and written without influence and by non NCPO sympathizers. The compliance does have a clause that allow the plan to be reviewed periodically (not sure the details).

 

The handling of power from the NCPO to the next elected government is a normal process in all governments. Normally the previous government will stay on as caretaker until the next cabinet is named, royally endorsed and gazetted.
