First Thai passport for Leuk Krung born in UK

A friend is arranging to get a Thai birth certificate for her 14 year old son.

Once obtained she wishes to apply for a Thai passport. A couple of questions:-

Can she do this at her local passport office in Korat.

Does she need to get a Thai ID card first.

Does she need to put him on the tabien baan first.

Thanks.

Off topic I know, but I would translate 'leuk krung' as 'half breed'. An English term that most would feel uncomfortable using in 2018.

Correct, you are off topic.

Anything to contribute to this one?

Yes it is very off topic and there is no need whatever for you to make that comment, just nastiness.

In reality the basic translation is 'child half' / 'half child'. And no need for any further comment.

You need a hobby.

Yes. But both parents need to be present unless she has full custody or an official letter of consent from the father.
