Visa expires 17th December can I fly to Vientiane same day and not be on overstay?

It's not your visa expiration date that is important,

but the "Admitted Until" date of your authorisation of stay.

As long as you leave the country before midnight on the 17th you will not be on an overstay.

Technically, So long as you clear immigration on 17th you could stay in transit hotel (airside) for a next day flight.
