visa's are applied for outside the country, do you mean non imm 'o' as part of a conversion process, from a 60 day tourist visa or a 30 day visa exempt entry to a yearly extension.

Possible, yes, but not usually practical — especially for a “family visa”

 

You have to apply at the office that covers the address you put on the application form. If you have a second ‘semi-permanent’ address during the application process you could use that, and do a change of address to your ‘permanent’ address once the extension has been granted.
