I hear and agree with your concern, but let's be real.  This IS Thailand, let's not go where we really shouldn't concerning hygiene-restaurants-markets-street food vendors.  How many locals wash their hands after a trip to the loo (wiping hands/mouth/nose on shirt doesn't count)....?

And back home, how many civilized and know-it-all foreigners don't wash their hands after taking a piss or sh!t and after coming back, grab some peanuts or popcorn out of the bowl on the bar counter?

They do say that lots of things Thai (fashion, TV etc etc) lag 60 years behind the 1st World so perhaps you're right...

 

 

 

Totally inappropriate behavior however the only people 'offended' in the room are the adults as the child is not yet of an age when s/he has been 'cultured'  to be offended by such 'nasty' body parts. That the 'child tried to flee' was more to do with being scared by the approaching gyrating stranger than in 'embarrassment'. It's the 'adults' who are projecting their own reaction onto the child rather than that of the innocent him/herself.
