Where buy liquid CO2 in balloons ?

Why do you want to dispense the liquid CO2?

This sounds like you want an ordinary CO2 canister of the type that is used in any restaurant that has fountain drinks on tap:

You could try any of the many dry ice shops that are almost everywhere - they are where the Thai ice cream vendors get their dry ice every day.  Here's one near me:

If they don't have CO2 canisters, they should at least be able to point you in the right direction.

The beast our OP has does the vapourisation at the business end for better cooling.

EDIT Some research shows that CO2 fire-suppression systems use cylinders with dip tubes, could be a source there. But as noted earlier the manufacturer's local FaceBook page would be a good starting point.
