How many days before the end of the 30 day visa exempt can one apply for an extension?

And I guess I can do this in the place where I'm staying at that moment, for example in Mae Sai?

It depends upon where you apply for the extension. If varies from 2 to 1 week early.

You can apply for it at the immigration office in Mae Sai.
