Hi, guys. We plan to buy a car.  Does it is possible to make refund when leaving the country?

    Only if the dealer that you buy from displays a "VAT Refund For Tourists" sign!   And you take it out by air.  And if you've been here for less than 180 days.  And if you take the car out within 60 days of purchase.

    Yeh, do it on yer border run.

    you have to present it at the vat refund counter which is after security at the airport, so best to not check it in to the cargo hold and best take it as cabin luggage
