Maybe... or the neighbour who had a problem with him accused him of something else for which he then got arrested (or something totally unrelated). The article gives hardly any details.

Working online, through a company not based in Thailand is legal. So is gambling, if the site is outside Thailand.

Do not confuse 'not currently enforced' with 'legal'
