A somewhat benign excuse. The election wasn't scrapped. It was held but 90% of the votes cast on election day were voided by the Constitutional Court because 10% of the voters were prevented on the same day by pro-military/pro-PDRC supporters from access to their polling places. The election was the third or fourth that had been voided by the Constitutional Court since its creation.
