No exemptions were published, but clearly IO’s have discretional power regarding enforcement.

 

It would seen ridiculous to a impose cash on hand requirement on those with retirement extensions as they would obviously have local bank accounts, likely with 400k minimum sitting there irritating them as they can no longer spend it! If I could pull my phone out of my pocket and show them my bank balance that should suffice, or at least let me go back to an ATM and draw some, to not do so would be simply obtuse. 

I might return with just enough for the taxi!

On a non-O visa, I wouldn't be worrying. You won't be asked for cash, although it's good to have it just in case. However, I have probably traveled across more land borders than most others and have never been asked. I would worry if you are on visa-exempt and maybe if you are basically using tourist visas to live in the country.

More questions were asked from my Vietnamese friend, who has a new passport with no Thai stamps in it, at a recent entry into Thailand at Ban Pakkard, Chanthaburi province than I've ever been asked (European passport). No idea why they hassled him there, but I understand some of these borders are used by illegal Vietnamese workers whereas at Mae Sot, no questions asked but he was denied exit for Myanmar on a day trip after 4 days in Thailand - I explained the following day we would both be entering Myanmar on an e-visa. Immigration claimed Myanmar doesn't grant one day passes to Vietnamese - only tourist or business visas (sticker and e-visa type) are accepted.

Ridiculous it may seem but it could be imposed nevertheless.

Vietnamese get a 14 visa exempt entry entry to Myanmar by land or air. It seems the immigration officer did not know what he was talking about.
