Putin is on clear record as not believing Ukraine even exists as a separate nation. So the minimum goal for him is a puppet government. Not neutral. A puppet of Russia. Ideally Putin wants to swallow Ukraine entirely. If you think Moldova and the Baltics aren't at risk, you've been hopelessly inflected with propaganda. Who's going to revoke the right to stay here of Thai nationals who allow their dogs to roam unleashed and, in some cases, cause injury? Put nationalities aside and crack down on all those who do not abide by the law. Nationality should not be an issue in the eyes of the justice system.
