You have to hold Thai citizenship for 5 years before you qualify to vote.

Doesn't matter though - whichever box you tick, Prayuth gets in.
NightSky
Isn't permanent resident status a required stepping stone prior to citizenship and does PR also allow you to skip the annual visa requirements?

If married to a Thai having permanent residency is not required to apply for citizenship. If on permanent residence extensions, 90 day reporting and etc are not required.

Actually, it is much cheaper than PR. The official is Baht 5,000 for citizenship as opposed to 95K for PR (based on marriage to a Thai) or nearly 200k if not married to a Thai. If you can qualify for it you can apply for it and be granted Thai nationality. I am sure the person you mentioned did exactly that.
