Perhaps it is time for pattaya police to put in the police report that

 

“this incident report is made by the undersigned on the fact that the undersigned was not insured in any way so as not to make a claim back in his home country for profit”

 

make the person making the police report signed it if he is really uninsured and not looking to scam the insurance company but only to make the police aware of the crime that had taken place.

 

If that person signed the report, he will be unable to make any monetary claim back home if he was really insured and looking to scam. 

If he declined to sign the report( meaning it may be a scam), then the police can delve into the case and fine him if it was a scam. 

This practice would scale down the frivolous police report considerably from scammers.

I agree, sounds like an insurance scam. A gold chain of some value would not be so easily removed.

You can get a genuine receipt written out for something you never bought in many paces in Thailand, and probably other countries too. Many shop keepers only to happy to oblige for a couple of thousand baht.  No skin of their nose and they get money for no work.

Urban myth. Most if not all shops that sell goods of value do not write out receipts by hand but computer issued. And if they were to

issue non genuine tax receipt they would be liable for tax

What planet are you on ?  90 % of gold shops in Thailand hand write receipts.  No copy and not entered into the books so hence VAT or other taxes is not an issue.

I think this part (my bold) says he might be lying. A 2baht gold necklace normally has a quite sturdy 'lock', which would make it near impossible to steal withot him noticing it.
