Just before my OA visa expires I will travel to Laos or Cambodia to get 1 more year from the visa .

Do I need to apply for a visa in those counties or do I just get stamped out and do a u turn and get stamped back in again?

You will have to enter the other country. At land border crossings they check for entry/departure stamps for the other country.

You will have to get a visa on arrival for either of those countries.

If you leave Thailand after getting the 2nd year stamp. Dont forget to get a re entry permit to keep the 2nd year permission to stay valid

This is correct.. I have done this a number of times.  You can leave and come straight back into Thailand.  My experience has been that not all OIs are totally familiar with OA visas.. When you get your visa there is an expiry date on the visa.. The visa is good to use until this date.  The countdown for the year starts on the first day you use it.  You will get a 'permission to stay' stamp on your visa when you arrive in Thailand.. a year less a day.  You have to leave and come back before this date to get your 2nd year.  Recently at Mukdahan an OI insisted that the expiry date on the visia was the correct one and sent me off to see her boss.  Instead I simply joined another queue and fortunately got my 1 year permission to stay stamp on my second try.  It was 40C and the queques were long with people returning from Songkran holidays.. not fun!! I also had a problem leaving at the end of my 2nd year last time..  at Swampy.. the OI insisted that I had overstayed and they took me aside to an interview room..  after a while a senior officer who knew how OAs work let me through.. again not much fun.  It is good to know for sure how it works..   good luck..

Hi I am getting my 1st OA and will enter Thailand 9th October 2019 and will leave end of March 2020 

if I get the re entry stamp can I return to Thailand on 5th October 2020 and get the 2nd year of my OA if I report to Udonthani IO before 9th October 2020?

When will you be getting the OA visa. It will expire one year from the date it issued.

No need for an a re-entry permit until after it expires or if you plan on entering after it expires to keep the entry you have before you leave the country valid.

You cannot get the 2nd year from a OA visa at an immigration office. It is done by doing an entry to get a new one year entry on or before the date it expires.

No. 

 

You have to get your second year permission to stay at a land boarder or airport by arriving just before your Visa expires.

 

That is usually 364 days after it was issued.

 

Udon Thani immigration will not do anything for you other than issuing a reentry permit is you want one.

to get the second year on an O-A visa, you have to leave an reenter Thailand before the visa expiration date, so just do it a couple of days before your visa is set to expire to be safe, if you leave after the visa expiration date you will only get 30 days

I just flew to Penang, spent a few days and came back. Of course, every time I fly to Penang it makes me sad. I wonder what am I doing in Thailand? Is it the lure of cheap sex with young girls that keep me in Thailand to inhale smog and smell stinky sois?

The count down for the year starts on the Valid From Date on the visa sticker. This date is of no significance. The valid Until is the last date to enter Thailand using the visa. And permitted until date on the Thai immigration stamp (a square stamp on your passport page) is the last date you can stay in Thailand.
