Applying for Thai ED visa in Lisbon

As we are in Portugal for the smoggy season, we had our CNX based language school prepare visa paperwork for an ED visa, applying at the Thai Consulate in Lisbon.  The Portuguese receptionist took one look at the paperwork and asked if we were residents of Portugal.  We said no, and she said she could not accept the application package.  Is it just certain countries where one can make these applications?  We hoped to avoid a visa run to Laos, etc

There are some embassies that only accept visa applications from those that are citizens or legal residents of the country where they are located. I suspect that is the case in Lisbon.
