NON OA already requiring medical insurance in Rome?

I was looking at the type of visa available in Italy and noticed that the the OA is already marked as having medical insurance as one of the conditions in order to obtain it. I just wandering if this is just the Rome Embassy or if this requirement has been rolled out to other Embassies as well. Thanks.

I knew about the OX and on the website you can download a PDF  which goes into details about what type of insurance is required ie amounts, type of coverage, insurers allowed etc but never did see it on the OA (or maybe i did not look properly) seems like a placeholder for things to come i guess.
