No, they block it espescially for HNWI. It's not possible to get citizenship without working a crap thai job for 3 years at least, there's no investment route to citizenship here like most other countries have a la USA,UK and Co. I would have to give up my elite visa and work a shitty job for 3 years with no guarantee to ever get citizenship - whats the point? Same for Investment visa people, Smart Visa owners, Retirees and co - we have absolutely no chance to apply, no matter how much money we have, even tho we might pay more taxes than someone working here.
