And just for clarity, I am dead against this, want nothing to do with it. I am fortunate to be living under a sensible immigration office who, for the moment, don't require the TM30. Unfortunately I can't see this being so for much longer

For the TM30 this might be true (but in this case you should just do it by mail), the max fine is just 2k

But he also wrote about not doing 90 day reports, and the maximum fine for a missing 90 day report is 5k + 200 per day, so if you really don't do it until your extension is due, you might get hit with a 60k fine

Whilst at the IB at Jomtiem/Pattaya last Friday to obtain a Residence Certificate. At the Residence Issuance counter, I was told I first had to register my address. Having quickly filled out the form, I took my place in the queue for the counter. Eventually, my number was called. The officer went through my paper and then clipped a small piece of paper in my passport (another one) She told me I have to renew it if I go out of the country. I asked her to repeat what she had just told me. She confirmed what she had just said. So, I asked the question; "What if I go to another province for a couple of days". She told me, only if you go outside the country.

No. 

Does anyone have the most recent Thai language version of the statue? Not just the requirements for submission of the form.

That would be section 38 of the immigration act of 1979 that has never been amended. Immigration Act B.E. 2522 Thai text
